Component of the Scientific Council of CNERIB, in accordance with Executive Decree No. 11-396 of 28 Dhou El Hidja 1432, corresponding to November 24, 2011.

In addition to the Director of CNERIB and the directors of the research units, the Scientific Council is composed of twelve (12) to eighteen (18) members selected as follows:

  • Fifty percent (50%) of permanent CNERIB researchers, elected by their peers and predominantly including research directors, senior researchers, research officers, and research associates;
  • Twenty-five percent (25%) of external scientists holding at least the rank of senior researcher or an equivalent grade, primarily selected from researchers working in research entities whose fields of expertise are related to CNERIB’s activities;
  • Twenty-five percent (25%) of active national scientists residing outside Algeria.

If the required ranks are not met, vacancies are filled proportionally by researchers of the immediately lower rank.

The Scientific Council is chaired by a permanent researcher elected by the council members from among the highest-ranking elected permanent researchers.

The full list of Scientific Council members is established every four (04) years by order of the Ministry of Housing, Urban Planning, and the City.

The Secretariat of the Scientific Council is provided by the institution’s administration.

The Scientific Council provides guidance on the organization and conduct of the institution’s scientific and technological activities.

In this capacity, it deliberates on:

  • Research programs and projects to be submitted to the Administration Board;
  • The organization of research work;
  • The creation and dissolution of research teams, research divisions, associated research laboratories, sectoral or intersectoral research units, experimental stations, and shared workshops and services;
  • Research staff training programs;
  • Recruitment of research personnel;
  • Scheduling of scientific events organized by the institution;

Periodic evaluation of research work.

The Scientific Council develops and adopts its internal regulations.

In carrying out its activities, the Scientific Council may call upon any expert or specialist to provide guidance for its work. It may also establish specialized scientific committees, whose members are appointed by decision of the Director of CNERIB.

The Scientific Council meets in ordinary session twice (02) a year upon convocation by its Chair. It may hold extraordinary sessions at the request of the Chair, the Director of CNERIB, or two-thirds (2/3) of its members.
